In the opening address at the session of the RF State Council taking place presently in Kazan city hall President of the Russian Federation Vladimir Putin has declared, that value of the State Council of the Russian Federation would raise.

Determining as the main issue of the agenda perfection of federal relations , V.Putin has singled three main directions for discussion. First, in his opinion, it is necessary to raise a role and independence of regions. In this connection the list of regional powers should be expanded.

Second, V.Putin emphasized, that at present stage development of breakthrough ideas rallying the society is necessary, therefore {he gives special value to development of information -analytical component, closer cooperation with institutes of civil society.

In the third, in opinion of the head of the state, for increasing effectiveness of work of the State Council of the Russian Federation creation of system of monitoring of efficiency of accepted decisions is necessary.
