President of Russia Vladimir Putin opened the session of Council of heads of the state-participants of the Commonwealth of Independent States. His speech in Kazan city hall Vladimir Putin began from congratulation the gathered on the 1000-anniversary of Kazan, having noted thus, that the history of Kazan and Tatarstan has a serious value for all peoples of the CIS countries.

The first part of summit which is going now in the closed mode, began from discussion of changes in structure of the Commonwealth of Independent States.
