The first session of a representative body, newly formed municipal formation of "Kazan city" took place at Kazan city hall. RT President Mintimer Shaimiev took part in it. At the first session, the deputies were electing the mayor of Tatarstan capital. The head of Kazan administration became Kamil Iskhakov.

Kamil Iskhakov was born on February 8, 1949 in Kazan. Having finished Kazan technical school of communication in 1963, has continued his education in Kazan State University, faculty of physics. While studying in KSU, Kamil Iskhakov actively was engaged in public work in committee VLKSM. Being the student he was elected as deputy of Supreme Soviet of TASSR. From the period of 1973 up to 1980 held a post of the first secretary of the Soviet district committee VLKSM of Kazan city.

From 1980-1987 - the deputy director, director of Kazan scientific - educational center of research-and-production association "Algorithm". Since 1987 - the general director of the Kazan research-and-production association of computer facilities and computer science. Since 1988 - the first secretary of the Soviet district committee CPSU of Kazan. In 1989 has been appointed a Chairman of executive committee of Kazan Council of People's Deputies. In 1991 K.Ishakov was elected as the head of Kazan city administration, and since 1993 simultaneously is Chairman of by Kazan Council People's Deputies. In October, 2005 as the self-promoter on Vagapovsky election district 42, he has been elected in a representative body of municipal formation.
